There is a great difference between the amounts of energy consumed in developed and developing countries．The average energy consumed per head of population in the United States, the world's number one energy user, is over 100 times that of the world' s most underdeveloped countries．Other industrialized countries use between 30 and 50 times as much energy per head of population as the most underdeveloped countries．
Obviously, it is the amount of energy used by industrialized countries which has caused the present shortage of fossil fuels．These countries could make certain savings right away．Private motor cars are wasteful compared with well organized public transport．The equivalent of millions of tons of coal is wasted every year because lights are needlessly left burning in offices, factories,ships and homes．
